Who we are

The State of Alabama Client Assistance Program (SACAP) is a federally-funded program designed to assist individuals with disabilities in resolving problems they may experience with any of Alabama’s federally-funded rehabilitation programs. SACAP serves as a liaison to assist all eligible Alabama residents with disabilities in receiving services as provided under the federal Rehabilitation Act and the employment section of the Americans with Disabilities Act.

SACAP can advise individuals with disabilities of their rights and responsibilities under these acts and help resolve problems they may experience with rehabilitation service providers. SACAP also helps individuals to appeal decisions that deny them vocational rehabilitation or Independant Living center services and can refer ineligible individuals to other agencies that may be of assistance.

SACAP can also inform individuals with disabilities of the rehabilitation services and benefits available in Alabama. This includes insuring that information reaches individuals with disabilities who may traditionally be under-served or unserved by state rehabilitation programs.


Who is eligible for CAP services?

Information is available to anyone with a disability and to anyone seeking or receiving services from VRS or a program, project or facility funded under the Rehabilitation Act.

Our procedure

Whether you are simply looking for information or are an established VR consumer with concerns about your case, feel free to give us a call!

When you call us with concerns about your case you can expect the following:

  • We will take information such as your name, phone number, VR counselor's name and details about your concern.
  • We will then send you an Information Release form for you to sign and mail or fax (see bottom of page for contact information) back to us. This form gives us your permission to look at your VR case records to best determine how we can help you.
  • Once this form is returned, your case is officially “open” and we will contact you to get any extra information we may need and to let you know how we will be able to help.
